I had a similar question...
Can you type a plate in and find out which car it is on ?
e.g. when you do insurance quotes, they can find the car from the plate, is there any sites which do this without having to do insurance quotes ?

http://www.rac.co.uk/myrac/vehicle_data_check/
You'll not get contact details though, these are very difficult to acquire.
