Yeah it does, you need to provide valid MOT cert when you apply to transfer.
Has the Vectra one expired or something?

I have the documents at home cos I just had mine taken off....I'll read up and see what it says tonight....dunno if my mate would do that...thats a bit more dodgy than normal

DVLA can also ask to inspect the car - this happened to a mate of mine. He had to drive to Chester just so a guy could come out and tick a box on a bit of paper.

Yeah, id need to ask him....he doesnt mind doing mates cars and overlooking a couple things but I dunno what he would say to that....I will ask

The veccy has no wheels, brakes, interior or suspension doubt its going to get to Chester....and its certainly not going to pass an mot

Nope, my mate was selling his car and applied to take the reg off and they asked him to make it available at 10am on a Tuesday in Chester VRO (our local one incidently, yours would be closer) so it could be inspected.
I've always thought this was to stop people applying to get valuable reg numbers with dodgy paperwork and no vehicle to show for it.
You could probably apply in writing and hope you're not selected for closer examination.

What application form do I need?
The V317 cherished transfer application form. It has a tear-off sheet containing notes for guidance in question and answer form. You should read these very carefully and retain them for future reference. The completed application and associated documents should be sent to your nearest DVLA Local Office. For the address you can click here or look in leaflet V100 "Registering and Licensing your Vehicle" which is available from Post Office® branches.
What do I take or send to the DVLA Local Office?
1. The completed V317 application form (minus the notes for guidance).
2. V5/V5C Registration Documents/Certificates for both vehicles. If the recipient vehicle is new and has never been registered, send instead your application for first registration (form V55).
Please note cherished transfer applications involving V55/4 and V55/5 forms will be subject to Identity Checking. For further information click here.
3. A test certificate for each vehicle that requires one (although either vehicle may not be old enough to need one, they must belong to a class of vehicle that normally requires MOT or HGV testing).
4. The current fee of £80.
5. If you need to license either vehicle at the same time, you will need to complete a V10 Licence Application Form or the V11 Licence Reminder Form and provide the relevant certificate of insurance or valid cover note, and appropriate rate of vehicle excise duty (VED).
Please note: Do not apply for a refund of VED (for donor or recipient vehicle) while your application is being considered. If you do, your application could be cancelled.
