if ya do it at 160 or 192 it will knock loads off the filesize. It will be more like 60megs, which will save loads of transfer, especially since already it will take about 2hrs to transfer (if you have 128k upload or half that if you have 256k etc)

if ya still go the wav file (or what ever the master file was) then have a butchers on >> CDex <<. Good bit of kit, plus its free
if you only have the mp3 file, then you will have to convert that back to wav, then back to mp3 (at a lower bit rate than before). Again cdex can do this
