got a caribic blue car with chips all over the front of the bonnet and a bit on the wings

i used halfords chipkit on it over a year ago and it was a shite result left it bumpy and still visable!! the clear-coat is starting to peel now!

what should i do?

1) how can i remove the chipkit paint i used??
2) should i just get it all resprayed?
3) how much for bonnet respray roughly??

would it be cheaper for me to get the bonnet/wings from scrappy instead of respray??
