Should be ok. An anti-roll bar isn't a legal requirement, just like a spare wheel and tyre. BUT, if it's there it must be safe.

If you carry a spare, it must be legal.
You should be OK without an anti-roll bar so long as nothing is loose as a result of removing it.
Out of interest, how did removing this fix it while the tie bar must still be there?
