My headlight bulb gave up the other day so I bought a new one from the local petrol station(only place open) for £5.99.

Out of sheer boredom I looked on ebay and found a whole Bulb set for £3.99.

Sounds like he's trying to make money out of postage. £1 for Paypal fees, against eBay regs anyway. £3 for postal insurance!! Cost 20p-30p max.
