Well as long as it's signed dont think DVLA would give a monkeys who's sent it to them.

1 reason why they would want the current owner to send it off is that it stops people pissin about with the car. Gettin tickets, fines and whatnot and for them to be sent to the old owner before the new owner then sends the form declaring being sold the car after all incidents.
