depends really, i never really thought the xe corsas were that quick actually.. and as for insurance, you may also find insurance cheaper on a 1.6 tb than on an xe..

im liking a 1.6 16v on throttle bodies but id also like a 2ltr...different engines different plus points.

i imagine handling with a 1.6 would be better as less weight over front wheels
all i care about is acceleration and not topr speeds
and wat gearbox would u run with a 1.6 on tb;s?

Go for the 20XE - even if it IS "slower" than the 1.6 on TBs, it won't be far off. Then you can carry on modifying it when you've already reached the limit of what you can justify spending on the 1.6 engine.
