i need to know who sets rules for workplace/employee working environment, and who i should contact about problems at work?

have already searched web but can't find anything helpful

alternatively, ask to see the companys working practices manual/handbook. most places should have them

this company is small and shitt for stuff like that, fed up with trying to go thru the boss etc, am gonna contact them myself
