Run anti spyware/adware software first of all to find out what the name of the toolbar is. Then get back to us with your findings...

You've got spware/adware. Programs like Ad-Aware, Spybot, SpySweeper will help. Make sure you update all the definitons before you search

I got told last night that having a picture as a desktop can increase the start up time by 20 seconds and 5 seconds for each icon.
There was a lad who had a video shortcut on his desktop and the file was 2 meg or something and took him ages to load until he deleted it off the desktop

Try booting up in safe mode then do a scan with adware/spyware removal software. The adware shouldn't load on startup in safe mode so can be removed easily.

probably better off using a specific remover though to be sure.
