As subject what the best material to use to smooth out the number plate recess on a front bumper? As filler + fibre glass on its own will sink and crack.

I was thinking maybe a block of wood to fill most the hole then build the rest of it up with fibre glass/filler?

Also if I am joining 2 pieces of plastic bumper together is it best to plastic weld then build up with fibre glass and filler?
