hmmm can be any number of things, possible just down to your isp having a hard time at the moment and not running correctly, could be something on your pc bogging it down e.g spy ware, ad-ware.

best thing to do is run a broadband speed test to see what your getting, also unplug the modem check all connections and plug back in i know that sounds simple but can sometimes work

any way for the broadband speed test just type that into google n loads pop up.

http://www.adslguide.org.uk/tools/speedtest.asp = good speed-tester, run it a few times

If it's still showing up as slow, do a full anti-virus scan, spyware scan, adware-scan, etc...

If they don't really show anything, then assuming that you're using a network-card & router, download a program called Ethereal from here (it's a packet-monitoring program, ie. it tells you every single thing that passes in/out of your network card), and run that for 60 seconds (docs are provided, or u2u me for more info on running it, once you've installed it).

It would be impossible to get they speeds on 56k.
Phone blueyonder up and complain.
If they can assure you its not their fault and they can't check anything for you its most likley something dodgy on the pc.
