kinda sounds strange but want to change the wallpaper on a pc where the admin can only change it, is there a way to change it myself,

You could just browse on the C drive to where the wallpaper is stored and replace that file with your wallpaper of the same name? It might get reset though when you reboot, depends how its set.

load the picture in mspaint & select file -> set as wallpaper
doesnt always work tho

Run regedit and browse to:
Hive: HKEY_CURRENT_USER
Key: Software\Microsoft\Windows\CurrentVersion\Policies\System
Name: NoDispBackgroundPage
Type: REG_DWORD
Value: 1
Change the Value from 1 to 0
Exit.
You should now have the wallpaper option back and then you can go back and hide it.
