just had to reinstall windows as my PC kinda went pop a few days ago.
just got everything back on tonight and doing a few tests to make everything is working alright.
however. the @ key is actually (shift & 2) and the " is where the @ should be. pound sign is # and the hash is a pipe |

In the Control Panel can you change the settings in the Regional and Language Options? On the Languages tab you can alter the keyboard layout by pressing the Details....

Change the language to English UK and delete English US as it's homo. There ought to be a little blue box saying EN by your system tray on the start menu bar. Click that and it will open language options where you can sort it all out there...
