not sure if this will help or not I think the settings can be found by right-clicking on the desktop and choosing personalize, Also 3D settings are only available if the computer is of a high enough spec

I think the 3d is only available on Vista Ultimate after looking around net?
I specced this pc above the minimum needed for Vista when buying.

forgive my ignorance, as in 3D do you mean this?
if so look down by teh start button and there should be a box with 3 smaller boxes in it. i'm not sure if it is on the business version or not as i'm on ultimate

Which is Windows (sometimes called the 'Start' key) + Tab, or the button by the Start menu on my copy of Ultimate. That's Flip 3D which should be available in Business.

lime wire wont run the same display as the vista colours or summit, mine changes as soon as i run limewire.
