i havent got a clue to be honest. it can be removed as only plugged in but not sure if it will run full or standard power removed

apart from the chips is there anything different from a phs 4 ecu? map sensor etc?

safe such a strong word...basically not really. Def need ARP rods and oil squirter block mod I would say. This is pretty much past the capability of a standard turbo...Roll on phase 2 or 3 though!!

as mark said best to have arps. dont need steel rods etc an uprated actuator also

rod bolts would be a doddle not too genned up about the oil squirter mod though, im assuming oil being squirted under the pistons?
How easy is that to mod?

If you go on the regal website you can get some prices. Its not cheap.Ppl do their own but personally I wouldn't have a clue. Rod bolts are easy yes and not expensive
