upload to free webspace or as others have said usb pen
external hard drive
you could connect the hard drive up to the new pc and transfer them across that way though

does your sisters pc have a cd/dvd writer?
if you have thousands of pics and your uploading to photobucket, it will take ages and your internet connection will be hammered

Not sure I'd want to use a usb stick anyway, if your computer is as bad as you say it is you may end up trasferring corrupt files.

transferring to web is going to take hours even on a fast connection though

True, he can transfer his most important pictures though.
A full system virus and spyware scan is what I would do first though.
AdAware SE Anti Spyware
AVG Anti Virus

theres still chane of sending corrupt files through photobucket or somethin tho. best thing would probly be a usb key/external hard drive/mp3 player just to transfer them to put them on cd as with anyof these 3 you havent got to put the files actually onto the other computer jus burn them straight to cd off the device
