You could remote into the router then WOL from the router if it has that option.
What way are you trying to do it?

you have to have a network card and motherboard capable, and then i think it only wakes from hibernation or sleep, not actually fully off

You can definitely WOL from off if the system supports it.
I don't know if you could do it to a computer over the net though.
You can defo log into the router and do it via that over the net though.

I can log in to my router and VNC my computer from anywhere, butttt, I cant WOL it.
I can WOL the computer (from off) from inside the Network, just not online

Does your router have a WOL option built in.
Mine for instance does, so I can login to my router over the net, then when in the router I can wake my computer.

I used to use some software called LAN Helper for WOL of our computers at work.
Not sure if this helps your cause tho, just thought i'd say it
