We use some software called Browse Control made by a company called CodeWork in Manchester.
Lets you do all sorts. Block web access, URL and App filter. Disable USB drives, CD ROM.
Its quite cheap too
Edit - Plus it lets you lock screens and keyboards too

They'll be some freeware that'll do what you need. Its just all the digging that you have to do to find it that s pain in the royal ass

Net Control 2 would do it but it costs about £120 for 1 Administrator and 20 remote PC's.
Or.... give T-VNC a try.
