If a phone has been reported lost and been blocked, is there any way of unblocking it?

from what i gather it's permanently black listed in this country based on the IMEI. However, it'll still work in a lot of other countries - hence why stolen phones get sent to Gambia and the likes.
However, although the phone is locked, it's still possible (in some cases) to retrieve data off them (contacts, texts, pictures/vids etc).
