How do I go about painting satin black over silver with lacquer?

Do I need to prime it again, or just paint over the silver after keying it a bit?

depends on the condition of the paint you want to paint over,

you dont need to prime it to make paint stick just after a repair etc

The paint is decent, no flaking, no chips, I just don't like the way it looks with fully silver bumpers

I can remove the inserts, so I could probably sand them right back if I needed to
