i dont think that will work as all the pics are different sizes?
at the moment i have the border saved and im just pasting the pics onto it then making it fit.

Image > Canvas Size > Change to pixels and type 60 in each box?

Do this several times with different sizes and colours to achieve the border above.

double click the pic to form a layer
edit > stroke >outside(i think it should be that), then your pixels.
Then numerous times with different values/colours to get desired effect
