Fairly low I would imagine, looks to be on a tripod with a long shutter.
Unless you want to create some fancy effects the general rule of iso is have it as low as you can.

At a guess i'd say failry low ISO with a long exposure time, probably 4 seconds on both ?
And the second one no flash ?
