Done with a sort of tripod that attaches to the car (can't remember the proper name for em) which is photoshopped out later, and a slow shutter speed, I think a lot of photographers actually push the car to avoid the engine vibrations causing the camera to shake too

Its called a RIG. Just a couple of long poles and a couple of suction cup.

Normal shutter speed would be about 2 seconds, and go at a slowish speed.

You can shop it.. Just cut around the car and add motion blur to the background.. and then cut around the wheels and add a rotational blur.

This is just a quick example and not got much blur in the background but u kinda get the idea..

No you can't photoshop it.
