select all, then
EDIT -> STROKE
So if you want a black edge, with a white line,
Select All
EDIT -> STROKE
set width to 10 and colour to white then go ok.
Then
EDIT -> STROKE
set width to 8 and colour to black then go ok.
Play around with stroke width and transparancy to get your required result.
If you want the border to be around the whole image without being on top of it, cropping it, then go Image -> Canvas Size and increase both width and hight by double your maximum stroke width, so if your white stroke width is 10, increase hight and width by 20pixles.
Then select the background layer and do the Select all, EDIT-> STROKE
