I don't think they're intent to monitor social networking sights is because they want to look for terrorists.

I think it's so that, if necessary, they could look back at the history of someone's profile and possibly gain information about what was going on previous to an event.

e.g. someone killing themselves in Bridgend, they'll look on facebook or whatever and see if they were getting provoked, or what messages they were sending beforehand
