just stopped working or never worked saince you got it? as standard most don't have a rev counter, do they? so it must've been added later so maybe it's wired in wrong?!

Depends what model it is.
Either way it'll be cable driven so the cable could have broken.

Not necessarily, my p reg 1.2 8v had electric clocks but no rev counter as standard so i had to do the pea green wire trick...
