How do i know when it needs regassing? Should it throw out freezing air straight away? How much for a recharge?

If it isn't ice cold after you have had the AC on for a couple of minutes then it need re-gassing or something else is fucked.

It's a 9 year old car so guessing it wont be charged up
Any ideas on the cost of regassing?

£40-80 depending on where you go and what you have done.. for £40-50 most places will just throw some gas in for you, but ideally you want a vac leak test, some service oil and dye.

and what types of places will do it? will the local garage i use have the facilities or will i need to go to a more specialist place

The dye is put in to detect leaks, basically get it gassed,with service oil and dye then if it goes flat again you can go back to the same place and they will be able to identify the leak by the dye.
