how come they only go one way who decided that belts will just go that way

I ordered a belt that looks like a giant tape measure It kind of is really because the markings on it really are inches

Couldn't you just turn the belt upside-down and use it the other way?

mines an old ford seatbelt, can go either way but would obviously be upside down one way
