Is the guy having a laugh? So he has spent him hundreds upon hundreds of millions on players now, so to stop anyone else doing it and potentially over taking them, he has gone to Platini and complained that something must be done?
Its amazing what Platini has come out and said too, as he is basically ignoring the fact that Chavski effectively started all this in the first place yet he doesnt mention the debt they are in due to it.

TBH they probably did.
They funded all those purchases through bank debt, then 'somehow' the land their training ground was built on suddenly got planning permission and they did a deal with the council to sell it for a ridiculously massive amount of money. They wont pay this debt off either, something will happen where they wriggle out of it.
The massive problem with what Platini is suggesting though is that the rich clubs will get richer and the chasing pack wont be able to get nearer any longer as they wont be able to take that calculated risk and spend just above their means to break into the top group.
Anyway, their is an easy way round it off the top of my head, City's owner just needs to loan money to one of his other companies and have them sponsor City for something silly like £200m a season. That way City will of earned a huge amount through 'footballing revenue' and can spend at their will.
