My little bro is wanting a contract phone but he was refused. i dont know why, but if i were to take one out for him and then exchange the bank details over after one month to his account so that he pays each bill would that work?
i already have a contract phone if that helps the situation.

The contract would still be in your name though, if he fucks up the payment you will be the one blacklisted .

I took out a contract online with o2 in my brothers name and used my bank details, no problems at all.
