Google finds this posted on 106 website quoted from Max Power -
"The DVLA say that any conversion performed outside of a garage will require the following:
Receipt of purchase from a garage, on headed notepaper confirming the engine number, size (cc), the fuel type for the reconditioned or replacement.
If your existing engine has been converted, written evidence on headed paper from the garage that carried out the work.
An inspection report from a body such as the RAC or AA.
An inspection report for insurance purposes.
Written confirmation from the manufacturer containing the engine number and size."
Seems to me like the DVLA are trying to stop engine conversions all together, as very few people would have it done at a garage because of the enormous costs.

the dvla are also trying to ban cars with upgraded suspension as its causing young drivers to crash more as they think they're cars handle like go karts. fact.
basically inside of the next 4 months everyones car will be illegal and the police will have the powers to seize them from our possesion and crush them at our expense. points from the dvla on your lisence are estimated to range from 6 points for engine conversion to an aditional 6 for lowered suspension meaning an instant ban in most cases.

its the dvla. they can do what they want to get money off you. 90% of cars owned by the under 25 age range will be illegal and not allowed on the roads from early 2010. its been reported that the dvla are wishing to stop such things like street racing and car park drag racing which is killing innocent people and damaging the environment.
