Really need to learn how to use torrents these days so fresh new year have decided to sort it
which is the best program to use?
can someone explain the basics?
how to download torrents?
any help on all the above much appreciated

Download a client like Utorrent, you may need to open the correct ports to ensure it works properly. Visit one of the milions of torrent sites, download the torrent then open it with the client.

Do people still use torrents? better off with newsgroups or as I do get a rapidshare premium account.

I still use torrents but they can be unreliable at times. So, how would we start going about newsgroups or premium accounts, etc.?

Some email clients have built in newsgroup readers. You connect to a newsgroup server and search for whatever newsgroup interests you.
Do a Google search as I can't remember exact names.

Also grab something like PeerBlock, won't save you from getting caught but it offers some protection..
