You got yourself a Panel, so it doesn't have speakers (usually they don't, not the ones i've installed) and it's only SD (actually i think it's 480, most SD channels broadcast in 520) - they are meant for display boards really rather than TV as the picture tends to me a bit cack.
What digibox do you have? if the digi box supports RGB then you can get a SCART to RGB cable like so -
Failing that something like a SCART to s-video/composite converter is what you need, like so -
(yellow is composite, s-video is multi-din connector).
In both cases you need to feed the sound (RED/White phono) to an amp/speaker package as again i don't think your panel has speakers (you might be able to get a speaker add-on bar for the NEC).
Personally, it's a bit of a bad choice, another £150 could have got your a 32" HD LCD....
Edit - also, it won't have any Tuner on-aboard and i think it'll struggle if you fed it a HD signal, not sure if it supports HD downscaling (might do....)

Bit of an arse, and seriously expensive, way of doing it. Using VGA will work, but i'm not sure how your panel will handle an AV signal from scart on VGA - you certainly won't be improving the picture quality at all using VGA (and again it depends if your digibox outputs an RGB signal across scart, most cheap boxes only do composite so it won't work in that case. Unless you using something like a LM1881 chip to convert composite to VGA).
Personally i would stick to a scart to s-video converter (+ s-video cable), atleast it'll process the image properly and you can pick them up for poundland or argos/ebay for a few quid (an s-video cable will only set you back a few quid as well).
Stick to using the VGA/DVI for consoles/pc/laptop etc.
Edit - If your digibox does support RGB output across scart, then you could also use Scart to (RGB)BNC converter/cable. Just make sure the cable/converter has a sound output (3.5mm jack or red/white phono) outherwise you won't get sound.
Although again, using s-video/composite (yellow phono) will be a lot easier and cheaper as well.....

Non-HD, plasma.. Not worth much more than what you paid for it!
Personally I would even want that on the first floor of my house i'd be worried about the house falling down under its weight
