Settings -> Wireless & Networks -> Mobile Network - turn off.
Settings -> Wireless & Networks -> Mobile Networks -> turn off data roaming, turn off Enable always-on mobile data.

What I've done is, on one of the homepages, push down on the screen until it comes up "Add To Home". Then Add A Widget - Settings - Mobile Network. I also have GPS, Airplane Mode, Bluetooth and WiFi set up that way. Then you just click them to turn them on and off
