and if so how would you go about it?

seen as i now have nothing to do in the week and no one appears interested in my wheels as one of them is buckled (apparently, it looks fine to me) but is it possible to refurb them without taking them to a garage?

Depends how bad it is, you could heat it up and hit it with a rubber mallet or something if it's not that bad

if the whole wheel is buckled then you wont know just by looking at it, you will have to mount it on something and spin the wheel around, if its really bad you will see it just by keeping an eye on the edge of the rim.

There's no obvious flat spot or buckle on the last one. I think you will struggle to find exactly where the buckle is to be able to know how or where to repair. Personally, I would have thought looking at that picture that it can be balanced out, as there is nothing obvious to see.

Ill have a proper look at it over the week to see if i can actually see any flat spots or any mis-shapeness on it.

I think people are probably mistaking that black tyre/soap mark as a buckle

As said earlier, you need to have it on something so you can spin it round really. That way you'll see it move.
