Just use an Electric Sander and 80 grit paper. Rips through the arches in no time at all.
Then use some 200-300 grit paper.
And finish it off with 1200.

Why not fill the recess in too, like I did!
I know a fella in Hull who does it dirt cheap, it only cost me £60 to do all arches and both bumpers, that included him rubbing it down!

He's just merged with another fella and their doing my blokes car for £200 this includes:

Fitting a working bonnet vent, orginal idea, never been attempted! and respraying it, also bad-boying it at the same time! Re-coating the bumpers (aftermarket) and re-spraying them. Sorting out his one off spoiler, re-coating his side skirts and fitting them properly, redoing his Blade mirrors after one was smashed when the car was parked! Bit of hike for you mind!

You took your bumper and arches off to change the sidelight bulbs?
