If a car has a full car cover on covering the windscreen, number plates etc, are clampers allowed to tamper with this to gain access to the car to see either it's number plates or tax disc?

By clampers, what do you mean? The DVLA themselves when they are checking for expired tax, or some cowboy who doesn't like you parking in the car park for more than 3 minutes?

Clamping on private property is now illegal IIRC..
Parking attendants are not allowed to tamper with it but the police and DVLA are allowed.

...Oh and if youre parked on public property you must have your number plates on display and the car must be tax'd.

Private clamping isnt and wont be banned. It just got a bit of publicity and now it has all died down. We use them to kerb unauthorised parking.
