You IMO, seeing as you are already on the road and not turning onto it...

Although the obstruction is on your side, so you are supposed to give way.

Steve's got right of way, the red car is joining a road and he's already on it. It's basic highway code stuff

Only if the red car was coming straight at Steve would this count

Steve of course, no questions asked imo

if its a broken white line then Steve has every right to be on that side of the road if he wishes and for what ever reason if its safe, to look both ways is the responsibility of the green car driver

It's the lorry drivers fault if there was an accident if he was stopped there of his own free will. Technically both parties could claim off his insurance, but Steve would be the last in line in the at fault stakes.

Lorry is a prick for parking were he was but the green car has right of way and would of won the court case if you'd of hit it.

It doesn't Cole, the green car has to check both sides of the road are clear before pulling out into it (give way lines), regards of what is coming from what direction. As Matt said, broken white lines means Steve is welcome to be over them if it is safe to be.

way i see it is if i was overtaking something on that road, then someone pulled out whilst i was halfway through doing it and smashed into me, surely i cannot be responsible for that

Also junction may have a stop sign, meaning he has to stop and check first before moving on and not just roll up and if free then pull out

Aye mate, I was kind of agreeing with the second bit in a kind of roundabout way didn't mean to come across as if I was correcting you!

edit to say, I've meant to say green car as well in the bit quoted
