Off the shelf, Autoglym intensive tar remover but ditch the cap and replace with a trigger (more economical and effective)

Off eBay etc, Autosmart Tardis.

On alloys though are you sure it's not pitted brake dust? If so, a clay bar will be more effective.

If you are sure it's tar, Tardis by a mile. If it's iron bedded in from the brakes, Iron-X.

More likely to be iron on the wheels, iron-x (sometimes called iron cut) is the nuts. Use that to get the bulk off, clay anything that's left over. Make sure you seal them after too.
