Girlfriend got a new tyre about 6 months ago , its just a budget but didnt expect this to happen 
What caused it? cheap tyre? driver error? Should I get another one free of charge?

Thats been due to tyre pressure being low as already stated and weather
my neighbour is a 62 year old women whos only just had to get tyres fitted to her 54 reg clio as she doesn't do hardly any miles (first set of tyres ever on a 54plate!) the Michelin ones that came with the car when new still had about 3-5mm left on them but they had started to perish like these. i checked the psi 15psi tops

they have NEVER ben under inflated , get checked every week , car gets used daily

i've done everything to a car that should not be done, drove on flats, cheap tyres, under inflated, cold weather, anything, this has never happened to me..And fuck you to the bitches that can afford £100 a corner and assume it's natural because you're on budget tyres, not true. That's unnatural, dunno wtf you done to manage that..

normally under inflation and too much camber can cause that. ive had tyres do it and seem many like it in my job but tbh i dont know 100% why they do it.

There never under inflated , cars not lowered , no camber , just been tracked.
Phoned up about it and the guy said to go up , buy a new tyre and he will send this one back to the people who made it basically and c if it will be warranty

Happened when my Ex was driving my old Car. Shit her up a bit! 
Was a super cheap tyre, only a few months old. But, knowing how poor she was at carrying out the basic regular checks, it was probably also a bit underinflated...

I've seen this happen loads of times (tyre fitter by trade) normally speaking it can be due to inflation issues and rubbing the tyre against kerbs which in turn damages the sidewall which leads to cracking on good quality tyres, however there has been in influx in the last few years of cheap asian produced tyres that have hit the market, which in all honesty are crap, cheap to buy with generally copied tread designs of premium brands but without the construction quality, great to start with but a few thousand miles in and cracking down to cords starts to happen resulting in a dangerous tyre and an MOT failure. my advice in future would be to change the tyre straight away and to spend the extra 5 or 10 pounds a tyre more and get a named brand you've heard of and can trust!!
they don't call them ditch finders and hong kong skid alongs for nothing

I agree with Dave_Sport, a lot of cheap tyres start to break up on the sidewall like this.
There is also another problem that can start to cause cracking and perishing on tyres like this. A lot of the cheap tyre dressing kits out there and the tyre slick that many Polish and Bulgarian staffed car washes use contribute to this issue.
The chemicals used in the products dry the oils out of the tyre causing it to crack and perish. This gets even worse when the tyres are exposed to sunlight as, due to the UV rays from the sun, and the tyre shine on the sidewalls, it bakes the sidewall and accelerates the problem.
Kinda like going to a hot country, smothering yourself in Crisp and Dry cooking oil then standing in the sun for a few hours, it aint going to be good for your skin.
