Because F1 has ALWAYS been on free-to-air channels, built on the fact that everyone can watch it. Also the reason why there is so much money in it. Sponsors will start to kick up a fuss, and want to reduce funding soon I suspect.
Also Bernie said it will never to go to a subscription channel a few months ago

Half the races will still be live on the BBC with extensive highlights of the others. I'd rather watch highlights onBBC than the race on SKy

That Tom said - needs Fleetwood Mac Utterly stupid that you'll now have to pay for Sky Sports to watch all the races. We don't have it as I watch F1 and dad watches Moto GP but that's it for or sports viewing. Such a shame really because as said, the BBC coverage is always fantastic every week.
