I give you Spencer - Born in the north but raised in cornwall for 19 years
Me - Born in cornwall, lived there for 10 years. now live in norfolk and went back on holiday this year 
Who's the true Cornish?

No it's where you are born. Same as you're not from London or Oxford just cos you've live(d) there, you are from Swindon.
