Okay guys, quick question. I bought a few videos from Itunes on my 4S, but when out and about, I thought I'd be able to watch them? But it keeps saying I need a wifi connection, and doesn't let me watch them! Any ideas?

To download a file using cellular data from iTunes or the App Store, the file must be below 50MB. Any bigger and you'll need to be on WiFi.

As Ed said, you can buy them from anywhere, but need wifi to download them.

What if you're out and about and you want to watch a video that you've already bought, like on the train?
I paid for it, so just assumed I could watch the damn thing when and where I want tbh.

Rules is rules, unfortunately. It's a tad annoying if you're on an unlimited data plan, but seeing as few people have that anymore there would be loads of people bitching if they downloaded their months data allowance in one swoop.

cant you the put the file into the folder you sync your pics with and view it through photos/videos?

He means, download it to the iPhone while at home and on WiFi. Then you can watch it whenever you like.

Try transferring them using the cable and your computer - it sounds like something odd is going on. Sometimes iTunes says that something's in your library when in fact it isn't. If that's the case, delete the video from your phone first and then re-transfer it.
