Been told about this in work today that modified cars have to have a specail test tO be on the road

Oh really? Well when you get laws like out there in Spain where cannot touch the slightest thing on a car, don't say nobody warned you!
Your apathy towards this coming law will be the undoing of car culture in the UK. You modified cars will become worthless overnight when you can't get an MOT on them.

Don't be daft. For nearly ever set of aftermarket alloys sold since they were invented there is a 'modified' car out there wearing them. Are all these coming off the road? No. Don't be silly.

It won't happen overnight, it will just be drip fed with little changes here and there coming in under the radar. You already can't tint all your windows of fit HID's and tuning boxes are now on the hit list Still so sure it's not coming.
Europe doesn't care about little tuning companies and the money they provide to the economy. They just want everything sterile and the same throughout Europe, harmonisation as they call it.
As for the alloys well check out Spain and France and then come back and tell me it won't happen. You are being turned into part of a European super state with less and less say as to what you can do all the time.

Take the piss and come back in 5 years time when this has all been squeezed through and your tyres have to be exact spec as when your car left the factory. I speak from experience as I live in Spain.

Did anyone actually read the article and/or read/skim the proposition?

The proposition hardly covers modding, but basically states that the quality of vehicle checkups need to meet a certain standard.

Take this from the article:
"the supposition is that any car fitted with a part that's contrary to its original type approval would effectively be outlawed"

The type approval has nothing to do with whether the car has an Irmscher or OEM spoiler or whether the wheels are 16" five-spokes or 18" ten-spokes.

It will affect structural changes to the car, like engine swaps and brake mods. A Corsa isn't type approved for a 2.0 litre engine, hence it's illegal to fit one in most European countries while in some, like Germany, you can get a new type approval, provided you've done the conversion properly.

This is all basic, and really quite reasonable, stuff.

Even then, as the article says, the wording is pretty vague and seems to leave a lot of room for the individual country to adapt the rules.

Spanish family friend has a beach buggy with a 1100cc motorbike engine in it. It's registered, legal and insured and he uses it in Menorca. No trouble from police.

Actually, you referred to after market alloy wheels specifically, indicating they were illegal in Spain and France. They are not.

Regarding engine mods not many countries in Europe are as liberal with their rules as the UK, so a tightening would make sense. But I don't see the rules will affect anything but engine mods/swaps in your country, if that, and certainly not stuff like wheels and bodykits, as you seem to suggest.

They are! your vehicle must have the same tyres and wheels as it left the factory. It is printed on the ficha tecnica!
Sure he may have a modified beach buggy but someone had to pay 2500 euros to homologate it or maybe it was brought in by someone moving to the country and importing it. Stuff can get in that way but that is being tightened up on.
