As above really, there is water in it. The wipers come on but i cant hear the pump going - Could this be because the pump is frozen or is it new pump time?

Sounds like a new pump. You'd hear it making a noise if it worked even if there was no water in it.

Check thefuse first mate, when I worked in peugeot there was a 207 or 307 most days when it was cold with blown fuses.

fuse is fine, Just put water in it and it pissed all over the floor

Mine did that for about 6 months. Then it fixed itself. My car does that a lot
