The DVLA will, if you give them a fiver and a good enough excuse.
I did it for my own vehicle, to which they gave me the name of every single previous owner (which was handy for finding out more about the car) and a copy of every single V5, and the initial documents used to register the car when new (i.e. the receipt from the main dealer)

You can request the data from the DVLA for a fee but have to have reasonable grounds (like those cowboy 'parking enforcement' companies seem to). Most of the time the DVLA will not release the data.
'I want to know who owns this car as I use to own it' is not a valid reason, for example.

I guess if I claimed to own the car and I wanted to research the previous owners then they'd probably want to see proof of ownership...

The real reason for wanting the details of the owner is that I have found a car which a dealer is selling on behalf of someone.
I want to cut out the middle man and save a few grand.
Would that be a good enough reason? After all, it's nothing sinister...

But after the dealer has sold it, the actual owner will still be getting the same cut surely as what he would if he was to sell it off his own back.

I requested the details of the owner of a car which drove into me and then drove off.
They were fine with that excuse.

Split the difference?
Dealer selling for £12 for example and gives the owner £10. Blukoo can offer £11 to the owner directly, which gets the owner more, and saves him a £1?

Yes but he want's to save a few grand.
Im thinking its something expensive, and the dealer is probably only making that few grand from the sale.
And if it is something expensive, then the actual owner probably dosn't wan't the hassle of selling it himself, and would rather pay the chump change to not have the hassle.

Yeah I get the hassle thing, particularly if it's something high-end and hence a rich-ass previous owner, but if a seller comes knocking offering MORE money than the dealer... I can't see anyone turning it down.
Rich people don't get rich by not taking every opportunity to make some cash

It really just comes down to how much mark up the dealer is asking.
If its more than the few grand he want's to save, i would be very surprised.

Think it might be irrelevant now.
Decided that it might be worth while buying if from the dealer for the standard consumer rights and any warranty which might be supplied.

Every used car which RPM sells goes through the same procedure in order to make it to the showroom floor. Our cars are sourced by Darren Anderson through our established main dealer and trade connections or from our ever growing database of customer cars which we service and maintain. Vehicles are then HPI checked to ensure there is no finance outstanding, accident damage repair markers or stolen/recovered markers. The car is sent into the workshop for the 110 point inspection and road test, which gives us a thorough understanding of the health of the car. This same procedure applies to both ‘Sale or Return’ cars and vehicles purchased to retail to ensure all cars associated with RPM are prepared to the highest level and there is consistency between all cars presented for sale.
Cars are supplied with an HPI data check, MOT (we put on a fresh MOT if the current one expires in less than 6 months), geometry check and adjustment and all available service history documentation. You are also given a technical overview of the vehicles 110 point inspection report and if you wish we can put the vehicle onto one of our service ramps for a technician to walk you around the vehicle.
We prefer to be completely open and transparent with all our cars. Our reputation as a servicing specialist is of paramount importance to us so you will always get a truthful ‘warts and all’ appraisal. We would also like our sales customers to be so happy with the service they received that they subsequently choose to maintain their vehicles with us.

No, they don't own the car.
They sourced it for me. It still lives at the current owners house. That's where the dealer went to take pictures of it.

As I said, I personally used the DVLA to get the keeper information, although that was on the car that I own. Took a month or so mind, so probably not helpful.
The parking companies use a different method to get the data (usually through Ranger Services), which is a lot quicker. No bizzie that wants to keep his job is going to give you the information.

You've seen it because the dealer is advertising it.
I'd be massively surprised if you could miss them out and it not cost the seller anything.

It is for sale. Been given a price, all the spec, and the dealer even went round to take some pictures of it for me.
