Will a 205 45 17 tyre look less chunky than a 215 45 17 tyre?? As in have a lower side wall??

Sidewall is the same, but in theory as the tyre will be slightly stretched across the wheel compared to the 215, the actual profile of the tyre will be lower.

I was just thinking, with it not being as wide, would it make the side wall more noticeable on normal width wheels.

Yeah, profile is a percentage of the width so with 45 profiles a 10mm difference in width will translate to 4.5mm difference in the sidewall.

Is it 4.5mm on the overall tyre height or 2.25 mm on top and bottom of the wheel?

46.125mm sidewall height on a 205/45
