With reasonable reason you can request it.
DVLA will tell you to tell the police here though.

No, not without a valid reason. As robin said they will tell you to report it, I believe they are fairly strict with regards to you giving them a reason otherwise anyone could blag it

No it's the same incident. I haven't got round to reporting it. I know the police can't do anything but I think I know who did it.

The Police can investigate and charge if the offence is complete. Its not a murder so you're not talking DNA evidence of it. If they've left the scene that itself needs following up, never mind the criminal damage aspect.
Problem is your hunch could be reason enough not to. What's it based on?
DVLA will probably prefer you to go via Police for it, and they'll be able to see a lot quicker anyway.
