Does such a thing exist?
Basically I want the ability to just draw the dimensions of a house and then experiment with room layouts/sizes.
It doesn't need to be anything fancy. Ideally something free would be good?

I don't know of any specific free software; however, you could do it really simply and easily in excel by making the cells square.

A piece of paper, with other pieces of paper to represent furniture.
Alternatively, try sketchup. It's about as simple as it comes, however be prepared to watch a few online tutorials to get the hang of things.

SketchUp as others have said is free and pretty easy to use.
I use CAD for work and often just print a scaled square out with other smaller squares (or relevant shapes).
So much easier to play around with and have ideas than when using CAD
